Charles Tover
Tax Director
Charles Tover, CPA is the Tax Director for Madison SPECS, a division of Madison Commercial Real Estate Services. In this capacity, Mr. Tover is responsible for staying current on tax law changes and interfacing with clients and their tax advisors on Cost Segregation. He also prepares and reviews tax-engineering Cost Segregation studies. Mr. Tover earned a Bachelor of Science in Business Administration / Accounting from University of Southern California in 1982.
Mr. Tover has extensive experience in financial matters for the real estate and hospitality industries. Mr. Tover initially worked for Ernst & Whinney (now Ernst & Young) where he completed his CPA and rose to Senior Tax Accountant. In 1985, Mr. Tover became CFO of a boutique real estate development firm in Beverly Hills, CA and later became an independent business consultant specializing in real estate, accounting, taxation and estate planning. From 1994 to 2005, Mr. Tover acted as CFO and Controller for various well-known hospitality and restaurant entities on the West Coast. In 2005, Mr. Tover joined the senior management team of LeaseProbe, which abstracted over 5,000 commercial real estate leases during his term there. Later, Mr. Tover started Cardinal Consulting, LLC offering consulting services in the areas of real estate deal structuring, business planning, accounting and tax planning, real estate, and general business affairs especially in the real estate, restaurant and hospitality industries.

Madison SPECS, LLC performs cost segregation studies of commercial and residential real estate properties used for business or investment. These specialized engineering and tax evaluations have the aim of segregating assets that qualify for accelerated depreciation, resulting in a reduction in taxable income, thereby generating improved cash flow. Madison Specs have been performing Cost Segregation studies since 2007, with a team of 13 in house engineers and 5 CPAs we have to date performed over 13,000 studies.
